Abstract: Abstract Recent postal economics literature typically examines postal costs from the incumbent National Postal Operator (NPO) perspective, often looking at costs of providing the Universal Service Obligation (USO) (Cremer et al. 2008; Bradley et al. 2009) or individual product costing (Robinson and McMurdie 2009).
