Abstract: This paper aims primarily to highlight how the criticality of a financial nature that characterized local governments in recent years necessitated the adoption of innovative policies and strategies of development of properties: disposal, management and development of real estate assets and secondly check whether the local authorities, especially the provincial capitals, define real property asset management strategies and adopt the instruments or if the real estate is used only for hedging purposes of the budget or the respect of constraints of the Internal Stability Pact or to increase popular support. This work, of empirical nature, it is proposed to find the answer to two important research questions: 1) What are the forecasts of alienation of real estate assets in the financial statements (estimate) of local authorities, compared to actual data (ex post)? 2) There is correspondence between what is stated in the financial statements and the concrete adoption of the tools?
