Abstract: The integration of organizational behavior dimension and safety culture approaches have been support the safety leadership development where managers are promoting proactive safety initiatives into practices. In this context, managers have adopted effective non-disciplinary, proactive techniques for enabling employees to work safely and to apply preventive measures for occupational health and safety. These was associated with a continuous improvement approach where workers and their managers cooperatively gather and analyze information and knowledge to identify systemic causes of observed risk behaviors and the associated conditions of their development, and then elaborate and implement corrective measures to address the causes of safety and culture. The article aims to present a propose model for the organizational safety culture evaluation (diagnosis and analysis). The proposed model is based on the previous work of (Chinda and Mahomed, 2008)1 that was extended and aligned to the specific of the Romanian legislative framework and by establishing the relationships among the norm system, the safety management system and the safety culture. Furthermore, the model facilitates the safety culture weaknesses identification by workers and not only by managers. In particular, such weaknesses are affected by the system or the processes which are operating in the organization. Collecting and structuring knowledge on such weaknesses can support the elaboration of appropriate corrective measures and related actions, which enhance the safety culture of the organization. The presented research results is considered a preliminary step for the development of a quantitative methodology for assessing the safety culture in organizations (from different industries/dimension).
