Abstract:
This paper is prepared as a background document for the China Country Assistance Evaluation. While the brief refers to agriculture, the interpretation here is that the focus should be upon the people who tend to specialize in agricultural production. One of the questions is the degree to which their welfare and the economies of the regions in which they live grow as a result of projects with a focus on agricultural production. The next section reviews some changes in the composition of agriculture. The following section identifies some challenges for rural China from which a suggestion of a list of priorities in rural development projects is derived. Some features of the Bank's assistance strategy in China are then noted and its impacts discussed, then some issues in its implementation identified.
