Abstract:
The ongoing COVID-19 pandemic shows how quickly business resources can dry up against the backdrop of non-transient expenses. This has forced many businesses to proceed with large cuts in their workforce while facing the possibility of never getting back on their feet. Governments all over the world are trying to avoid such an outcome by providing guarantees on bank loans and upfront cash support, including grants. This chapter looks at the possibility of integrating such public response by developing an instrument — by the private sector and for the private sector — to help businesses of any size, including those with increasingly multinational operations, navigate the most perilous part of a pandemic. The instrument would release a contracted cash amount that could be calculated to provide a chosen grant element against an expected liquidity need, given a company’s specific circumstances and preferences.
