Abstract: The following sections are included:For a large populous state like Uttar Pradesh, its investment in health is inadequate and has one of the poorest health outcomes in India (Maternal Mortality Rate, 258 per 100,000; Under-5 Mortality Rate, 90 per 100).The budgets allocated to the health sector have poor utilization, which further shrinks the resource envelope, exacerbating the problem of inadequate resources.These limited resources in the health system are not maximizing primary health care (PHC) outputs, highlighting the operational management issues in the health system. These issues relate to inadequate human capacity, poor accountability, and weak management overall.Thus, the relationship between financial and human resources and PHC outputs produced is weak, highlighting the policy implication that in order to maximize the return on health investment the government needs to first fix the systemic problems.Evidence is rarely used for planning and policy decisions as financial inputs and programmatic outputs are not jointly analyzed.
