Spatial Differentiation of Regions of the Russian Federation Based on the Level of Living Conditions of the Population for Sustainable Development of Territories

Abstract:
This research aims to identify groups of regions with similar values of indicators of people’s housing conditions. The authors use statistical data from the Federal State Statistics Service of the Russian Federation as a data set. On this basis, the authors conducted a cluster analysis of 244 indicators of 85 Russian regions using the Orange Data Mining software. According to the conducted analysis, the authors identified four clusters with distinctive features. As a result of the research, the authors identified several contrasts of territories according to the condition and quality of life of the population in the studied region. These contrasts hinder the sustainable development of Russian regions, which is proclaimed by the UN Sustainable Development Goals. The proposed transformation of ESG in the regions can ensure the growth of the quality of life in the region, which can provide a comfortable life for the population. The research showed that the use of ESG transformation in regional management in addressing the identified problems will contribute to the sustainable development of the territory, which is successfully demonstrated by the regions of cluster 2. The results of the research can be used by public authorities.
