Abstract: In a meeting at the ITRI in the early 1980s, President H. C. Fang asks me to look at an experimental facility located near the library of the Union Chemical Laboratories (UCL). He wants to know what I think of it. He asks, “Should we keep it or give it away? You see, the facility houses an old chemical reactor that makes certain materials that no one has found use for. But it processes many toxic chemicals and is considered a nuisance for hygiene and a source of potential hazard to its neighbors. Besides, the UCL finds it expensive to maintain”…
