Abstract: Usually, green energy in the cities is investigated within the dimensions of safe environment and human health. This chapter investigates green energy within the dimensions of political economy as well as the changes in the system of international relations. Using such approach helps to understand why the purposes of Rio Summit have not been achieved in Russia yet. The main focus of the research is the Russian experience in green energy and the case of the research is Vladivostok agglomeration (includes the cities Vladivostok, Ussuriysk, Artem and even Nakhodka), which is the center of the Russian Far East region and the main Russian gate in Asia-Pacific.
