Abstract: There have been relatively many discussions and academic studies on public participation in the multilateral trade regime. Compared to the International Monetary Fund (IMF) and the World Bank, the GATT, the WTO’s predecessor, was not legally an international organization and therefore, did not have any effective tools to engage non-state actors even if it was pressured to do so. This is why issues of transparency and public participation began to be highlighted with the establishment of the WTO.
