Abstract: In an ever more globalized and pluralized world, engaging private parties in the process of trade policy-making is not a matter of ‘why’, but an issue of ‘how’. Decision-making in the area of international trade at both the international and national levels has long been entrusted to a club-like group of trade officials and a few developed countries. However, as trade expanded, and its scope pervaded into rules and regulations which had not been deemed trade-related in the past, the capacity of trade officials and the efficiency of the system’s club-like governance was challenged. At the international level, the legitimacy-deficit of the WTO was discussed in terms of its transparency.
