Abstract: The business model of public welfare is changing because of the rapid development of Internet technology. The traditional offline model of public welfare was niche, closed, and inefficient, whereas the new model with Internet Plus is open and transparent for the Internet and provides new channels for public fund-raising and developmental chances for non-profit organizations. This case describes the development of an autistic children’s rehabilitation center with over a 10-year history. The search and utilization of online resources have enabled this center to be out of the woods and vibrant. The center attempts to transform itself from a resource consumer to a resource creator, making profit from the market, and become a self-hematopoietic social enterprise.
