Chapter 1 in The Making of Captains of Lives:Prison Reform in Singapore: 1999 to 2007, 2012, pp 1-5 from World Scientific Publishing Co. Pte. Ltd.
Abstract:
AbstractWhen I joined the Civil Service in 1972, I was fresh from a National Service stint and studying in the first year of university in UK on a Public Service Commission (PSC) Scholarship. Little did I realise then that one day, my career in the Civil Service would take me to the Prison Service and I would be instrumental in reforming the prison system.
