Abstract:
This chapter widens the search for causal relations between policy instruments and goals in social and economic policy to large hierarchical structures featuring a multitude of layers of single causalities. “Goals” may, in their turn, be subject to policymakers' efforts to reach even more ultimate objectives. Policy “instruments” may be controlled only indirectly via the actual parameters of action at hand. In other cases the distinction between goals and policy instruments may be obscure, with causal links operating in both directions…
