Abstract: Among the materials for trade rules training compiled by the WTO Secretariat, there is a cartoon about a Spanish patient lying on the operating table in an operating theater in a German-owned hospital in Geneva, Switzerland. Standing around the operating table are a British surgeon doctor and several French nurses. The doctor looked perplexed and apparently encountered a difficult problem. He said to one of the nurses: “Search the internet quickly and enter the US website SURGERY.COM. Then click on the icon that says ‘Are you totally confused?’”
