Abstract: On November 29, 2011, the grand opening of the Fourth High Level Forum on Aid Effectiveness was held in Busan, Haeundae, Korea. More than 160 countries and over 30 international organizations sent high-level delegations to the forum including UN Secretary-General Ban Ki-moon, OECD Secretary-General Angel Gurria, Korean President Lee Myung-bak, Rwandan President Paul Kagame, Ethiopian Prime Minister Meles Zenawi and several other leaders of nations and multilateral agencies. Their participation reflected the international community's great concern with regard to international development cooperation in the context of the economic crisis. At the opening ceremony, UN Secretary-General Ban Ki-moon called on traditional donor countries to honor their official development assistance commitments as soon as possible, for recipient countries to strengthen their capacity for independent development, and for emerging economies to play a bigger role in the field of international development cooperation.
