Promising Tools for Enhancing the Export Potential of the State

Abstract: This research aims to identify the most promising tools for enhancing the export potential of a country, in line with current trends of economic deglobalization, which are characteristic of the relatively low economic activity during the ongoing financial and economic crisis of the 2020s. The research methodology is based on dialectical methods, historical and logical research methods, observation, monitoring, generalization techniques, a comprehensive approach, and expert methods. The research subject is the foreign economic activity of leading countries worldwide. The research focuses on tools for developing a country’s export potential, analyzed in the context of their dynamic development. It is demonstrated that, under the current prolonged financial and economic crisis of the 2020s, developed nations have shifted their approach to utilizing tools for enhancing export potential, moving further away from the globally accepted principle of national protectionism. The identified trends in the use of export development tools reveal that, in the context of economic deglobalization and the ongoing global financial-economic crisis of the 2020s, the share of non-market tools for enhancing export opportunities has increased compared to the officially declared market-based instruments. These non-market tools are components of interstate hybrid warfare. However, it is also shown that while non-market tools may provide short-term results, they will not ensure long-term success in export development. This is evidenced by the success of countries that focus primarily on market-based instruments, which are rooted in meeting global market demands with a wide range of highly competitive products that excel in quality–price ratio.
