Abstract: People-Centered Integrated Primary Healthcare (PCIPHC) is deeply rooted in two interconnected health system development concepts: Integrated People-Centered Health Services (IPCHS) (WHO, 2016) and Primary Healthcare (PHC) (WHO & UNICEF, 2018).The IPCHS Framework introduced a vision to transform health systems by engaging communities, strengthening governance, reorienting care models, coordinating services, and creating service environments. This vision aligns closely with the principles of PHC, which the 2018 Astana Declaration reaffirmed as the cornerstone of Universal Healthcare (UHC). The Declaration [8] also emphasized that achieving better health outcomes relies on embedding IPCHS within PHC to enhance equity, quality, responsiveness, efficiency, and resilience. Building on this synergy, regional frameworks and strategies have recently been launched to accelerate the development of PHC systems that are (a) people- and community-centered, (b) continuous, (c) equitable and high quality, (d) integrated, and (e) innovative, grounded in the shared values of universality, solidarity, and evidence-driven action.
