Abstract:
This research examines the issues of personnel policy and its improvement for enhancing the effectiveness of personnel security within the personnel management system. As primary avenues for increasing personnel security, the research explores the development of a personnel risk management system, the assessment of personnel risks based on the likelihood of occurrence and impact level, and key risk indicators related to the main operations of labor resource planning and distribution. The authors conclude that auditing personnel policy is more effective when there is a robust personnel management strategy and a mechanism for ensuring personnel security within the company’s management structure. The research aims to develop elements and foundations to create a sustainable personnel policy audit mechanism, which entails a comprehensive approach and the application of scientific methods for managing the enterprise’s labor resources and adhering to personnel security principles. The methodological foundation of the research consists of the works of Russian scholars and research by practicing specialists in the fields of personnel policy audit and personnel security. This research is practically significant because its conclusions and the tools proposed in the personnel policy audit methodology identify risks, enhance the effectiveness of assessing the company’s personnel security, increase profits by mitigating risks, and highlight areas that organizational management needs to address. The novelty of this research is based on the provision of personnel policy audit tools as the foundation of the audit methodology for assessing risks in the overall area of personnel security. Specifically, it develops an action plan in accordance with identified personnel risks and their prioritization, presents stages for controlling the effectiveness of labor resource planning and distribution, and provides a benchmark for evaluating personnel risks in the form of potential violations.
