Development of Small Business Infrastructure through the Implementation of Effective Self-Regulatory Mechanisms

Abstract: This research addresses the challenges of developing small business infrastructure by implementing effective self-regulatory mechanisms. The authors argue that, given the scale and multi-directional nature of internal and external challenges, a key prerequisite for forming a rational policy to support the development of small business infrastructure at the national and regional levels is ensuring coordinated efforts among government bodies at all levels (central, regional, and local). This research is based on a systemic approach to implementing effective self-regulatory mechanisms to advance small business infrastructure. The search for effective management solutions to support small business operations and their supporting infrastructure should be conducted using a systemic approach that employs a combination of economic (including fiscal) and regulatory tools. Among the economic tools, the research recommends those that significantly impact the financial condition of the enterprise (or infrastructure entity), namely budget support instruments and tax incentives. Support for developing small business infrastructure should be based on clear and well-founded objectives and adhere to the norms and rules of civilized economic interaction. Dynamic development of small business infrastructure is achievable only by employing a systemic approach to the formation and implementation of appropriate state socio-economic policies. Currently, the issue of state support for the development of small business infrastructure in so-called depressed regions is particularly pressing. In these areas, the growth of small entrepreneurship can serve as a platform for restoring positive trends, establishing civilized relationships in the labor market, and attracting genuine investments.
