Abstract: Umstrittene Präsidentschaftswahlen in Togo im Juni 1998 brachten nicht die erhoffte politische Wende zur Demokratisierung des autokratischen Eyadéma-Regimes. Die internationale Gebergemeinschaft reagierte mit Protesten und dem Entzug von Entwicklungshilfe. Wirtschaftswachstum und Lebensbedingungen verschlechterten sich. Eyadéma selbst stellte das größte singuläre Hemmnis für die weitere Entwicklung dar.
