Abstract:
This paper goes beyond the standardapproach of only highlighting Chineseinfrastructure investment and its impact onAfrican integration by discussing how Africancountries can work closely together oncommon policy issues. More specifically, thispaper argues for the establishment of a coregroup of African countries within the China-Africa Cooperation Forum (FOCAC) topromote regional integration. In the shortterm, this core group of African countrieswould pursue initiatives which are relativelyeasy to achieve, such as improving access tothe Chinese market and advancing regionalinfrastructure projects. In the long term, thisgroup could focus on more challenging taskssuch as establishing a coordinated approachto debt relief and untying of developmentassistance. The core group of Africacountries would thus strengthen FOCACimplementation, thereby deepening China-Africa relationships and creating win-winsituations for all stakeholders.
