James Buchanan's Federalist Papers

Abstract: A small but important part of Buchanan's work is focussed on issues relating to federalism. This includes the early equalisation grants paper (from his doctoral dissertation), the midcareer papers on Tiebout processes and the later paper on fiscal cartels in The Power to Tax (1980). The aim of the current paper is to assess the importance of these contributions both to the federalism literature and as pieces of Buchanan's own intellectual agenda. One important question is whether, together, these Buchanan contributions represent a proper 'public choice' theory of federalism - and if not, where the major gaps lie.
