Abstract: The multifunctionality of agriculture is increasingly important in the design of agricultural policy. We compare the current emphasis of Californian state policies to social preferences, elicited through focus groups. We demonstrate that program objectives and public priorities diverge in significant ways, and we develop a pressure group political economy model that explains such differences.
