Abstract: This paper discusses resistance to wastewater management programs in coastal communities. Innovative stated preference survey responses are used to rank the importance of private onsite benefits, water quality protection, environmental perceptions, and treatment responsibility. Resistance becomes strategic when treatment responsibility is heterogeneous and environmental values compete with private onsite benefits.
