Abstract:
Our topic is one of those perennials that are always with us. It poses questions that never get settled because the context in which higher education is carried on is constantly shifting and because the rural social sciences are continously evolving. All anyone can do in opening the discussion is to review some of the important questions that are involved and state some personal preferences as a means of stimulating debate.
