Abstract: It is the purpose of this paper to present a theoretical framework for benefit-cost analysis of the provision of such a good, to consider and evaluate a number of alternative benefit valuation techniques which have been proposed and used by environmental economists, and to briefly summarize a case study using bidding game techniques.
