Abstract:
Prior to the passage of the Occupational Safety and Health Act of 1970, farm and ranch safety efforts placed only minor.emphasis on distinctions between work related and non-work related accidents,/ injuries and illnesses. Direct incentives were not present to encourage such differentation and problems were treated on a worst-first basis. A long-run strategy for reducing occupational injuries and illnesses was not articulated.
