Abstract: Conventional welfare principles are used to examine regional programs of agricultural protection, optimal subsidies are found to depend on the degree to which contractions in regional agricultural output are irreversible. A subsidy on the input that underlies the irreversibility, such as land, need be lower than one on output: generally, since it induces input substitutions, Income redistributions from consumers to producers are considered.
