Abstract: For more than 200 years the people of Pennsylvania have stressed the importance of local decision making. The state Constitution adopted in 1776 and subsequent legislation encourages resource allocation decisions at the local government level. The emphasis continues to be on people involvement in local decision making with voting starting at age 18.
