Abstract:
The designers of this symposium chose their words admirably -- Public Vs. Private Control of U. S. Grain Exports. The policy choice is truly between public and private control, not between government control and some unseen hand of a mythical free market. The subtopic assigned to me -- Central Planning in the ~~ U. S. grain export Industry -- also faces reality. Grain exports in the future will embody considerable planning; the question is where the planning will be performed.
