Potential Effect of Small -Farm Technical Assistance Programs on Public-Revenue Accounts

Abstract: This paper presents a conceptual model for considering the tradeoffs between technical assistance and public-welfare assistance for impoverished limited-resource farmers. The hypothesis is that a combination of technical assistance and welfare assistance will be more cost-effective than welfare assistance alone. For a sample of 120 limited-resource farmers in the Appalachian region of Eastern Kentucky, some on welfare assistance, the potential effect of technical assistance on public-revenue accounts is evaluated.
