Abstract:
Econometric models for analyzing the U.S. government choices of sugar import quotas and target prices are developed and estimated based on economic surpluses of market. participants (pressure groups) and the federal budget deficit. Results help ascertain the importance of these factors in government decisions on sugar policy instruments.
