An Analysis of Policy Alternatives for Pivotal Externalities

Marca J. Weinberg, Catherine Kling and James Wilen

No 271265, 1991 Annual Meeting, August 4-7, Manhattan, Kansas from American Agricultural Economics Association (New Name 2008: Agricultural and Applied Economics Association)

Abstract: This paper examines policy alternatives for pivotal externalities. A theoretical model of the welfare losses from non-optimal policies relative to the pareto optimum is examined. The magnitude of these costs are demonstrated with an example drawn from the agricultural drainage problem in California.
