Abstract: Overcapitalization in the U.S. Atlantic Swordfish fishery has led to a proposed limited access system. A bioeconomic programming model was developed to evaluate the propsed program under various assumptions regarding fleet heterogeneity and composition. Results indicate that regulations based on more realistic assumptions will lead to higher industry profits.
