Supplemental Crop Insurance in North Dakota: SCO and ECO Participation and the One Big Beautiful Bill Act

No 414542, ARPC Brief from North Dakota State University
Abstract:
This brief examines Supplemental Coverage Option (SCO) and Enhanced Coverage Option (ECO) participation in North Dakota and the implications of the One Big Beautiful Bill Act (OBBBA). Using USDA Risk Management Agency data and ARPC’s national analysis, it describes adoption by crop and county and evaluates changes in producer-paid premiums and expected net benefits. Beginning with the 2026 crop year, federal premium support rises to 80 percent for both endorsements, and producers may purchase SCO on acres enrolled in Agriculture Risk Coverage. Summary of Business data reported through October 13, 2026, show that ECO covered 53.9 percent of North Dakota insured acres, up from 37.3 percent in 2025, while SCO covered 24.9 percent, up from 5.3 percent. Coverage-band changes beginning in 2027 or 2028, depending on the crop, will expand SCO and narrow ECO. Because subsidy and eligibility changes took effect together, the brief does not isolate their individual effects on participation. Reported 2026 acreage remains subject to late reports and corrections.
