Unemployent Duration and Measurement of Unemployment

Abstract:
We propose an unemployment measure that provides an index of the concentration of unemployment among the unemployed. A set of axioms are used to derive the unemployment measure. The measure is shown to satisfy a number of desirable properties that relate to the sensitivity of an unemployment measure to the inequality in the distribution of the unemployment.
