Closing the (widening) gap between natural water resources and water needs in the Jordan River Basin: A long term perspective

Yacov Tsur

No 290022, Discussion Papers from Hebrew University of Jerusalem, Department of Agricultural Economics and Management

Abstract: The supply of renewable natural water available on a sustainable fashion in the Jordan River Basin, comprising Israel, Jordan and the Palestinian Authority, will soon drop below 100 cubicmeters (m3 ) per person per year. Drawing on recent technological progress and policy innovations, I offer a comprehensive policy to address the region’s water problems in the long run. The policy has a dual goal: to satisfy the direct needs of a growing population (domestic, irrigation and industrial); and to restore and preserve important environmental amenities, including restoration of the Lower Jordan River and stabilization of the Dead Sea. The analysis is relevant in a wide range of real world situations, where the dual goal of satisfying basic needs of a growing population and preserving environmental amenities becomes a critical issue.
