Assessing public policy impacts: one application of Cooperatives Participating of Agricultural Cooperatives Capitalization Program (Procap-Agro) in Brazil

Abstract:
In this paper we proposed an instrumental framework for assessing impacts of credit public policies applied to agricultural cooperatives in Brazil. Considering whether cooperatives that received funding of the Agricultural Cooperatives Capitalization Program (PROCAP-AGRO) have undergone changes related to operating efficiency and financial structure. For this, was used financial ratios and econometric approach. Results indicating improvements in the cooperatives after the PROCAPAGRO on certain financial ratios and distinct effects on the technical efficiency, as a result of the varied use of program resources. Finally, we conclude about the potential of the proposed assessment methodology.
