Opening Address: Agricultural Policy Changes In Eastern Europe at the Beginning of the Nineties

Abstract: Rapid political and economic changes are occurring in Eastern Europe. The political fermentation, grown out of economic difficulties, has resulted in spectacular, sudden changes in all the countries of the region. The agricultural changes in progress in Eastern Europe are much more profound than the reforms in past years. In fact, the formation of a new agricultural structure based on private ownership, real cooperation and a market economy has started. Today this process is still in the initial phase, but the crucial aspects of the transition are clearly identifiable.
