Abstract: This paper examines the realities of practical farming within the economic environment created by the E.E.C. policies. The C.A.P. expenditure is rising inexorably and catastrophically primarily because of surplus production. This development is totally unacceptable and has to be resolved. It is argued that despite the persistent pockets of hunger that exist in the world, the situation is that of a global structural surplus and imbalance. To remedy the problem farmers must be involved in the market place, not isolated from it; and production and exports have to be coordinated on a more international basis.
