Abstract: La sous-région ouest africaine connait une faible performance de son agriculture due à la forte pression des agriculteurs sur les terres déjà dégradées, à la faible et inefficiente utilisation des intrants agricoles souvent d’une qualité très variable et de l’eau, et au faible encadrement technique du monde rural. Cette situation jumelée à la forte urbanisation et à la forte croissance démographique a amené la sous-région à dépendre de plus en plus du marché international pour son approvisionnement. A titre d’exemple, sur les 10 (dix) millions de tonnes de riz consommés en Afrique de l’Ouest, environ 50% sont importés selon la FAOSTAT. Lancée depuis 2005, la politique agricole de la CEDEAO (ECOWAP) tente d’inverser cette tendance en stimulant la production agricole par l’accroissement de la productivité, l’amélioration de l’environnement des marchés tout en veillant à la protection des populations vulnérables qui peuvent souffrir de la mise en œuvre de ces importantes réformes.
