IMPACTO DAS BARREIRAS SANITÁRIAS E FITOSSANITÁRIAS NA COMPETITIVIDADE DAS EXPORTAÇÕES BRASILEIRAS E PARANAENSES DE CARNE BOVINA

Abstract: Este estudo teve como meta avaliar os impactos das barreiras sanitárias e fitossanitárias sobre os volumes das exportações de carne bovina brasileira e paranaense, após a detecção de focos de febre aftosa no território nacional. Para isso, aplicou-se o índice de vantagem comparativa revelada para o Brasil e para o estado do Paraná. Constatou-se que a imposição de barreiras sanitárias e fitossanitárias não reduziram a competitividade brasileira nas exportações de carne bovina. Já o estado do Paraná sofreu redução na competitividade de suas exportações desse produto, com a imposição dessas barreiras no comércio internacional. Isso refletiu em redução das exportações de carne bovina desse estado. Ademais, para o Paraná que não possuía vantagens comparativas nas exportações desse produto, em relação aos demais estados brasileiros, ficou ainda mais difícil adquiri-la. ---------------------------------------------This study had as goal to evaluate the impacts of sanitary and fitossanitary barriers on the volumes of Brazilian and paranaense exportations bovine meat, after the detention of aftosa´s focos in the domestic territory. For this, was applied the index of comparative advantage for Brazil and Paraná State. The study verified that the imposition of sanitary and fitossanitary barriers not reduced the Brazilian competitiveness in the exportations of bovine meat. By contrast the exportations of this product of Paraná state suffered reduction in the competitiveness, with the imposition of these barriers in the international trade. It reflected as reduction of bovine meat exportations for this state. Also, for Paraná State that had not comparative advantages in the exportations of this product, in relation to the other Brazilian states, turned more difficult acquire it.
