CRÉDITO RURAL E AGRICULTURA FAMILIAR NO BRASIL

Abstract: Neste trabalho, analisamos a trajetória do crédito rural no Brasil e o seu específico direcionamento para a agricultura familiar. A análise contempla desde as propostas iniciais que delinearam o projeto de extensão rural implementado no país e sua articulação às várias modalidades de crédito rural, analisando o processo da “modernização conservadora” da agricultura, claramente vinculado à instituição do Sistema Nacional de Crédito Rural (1965), e chegando até a década de 1990, com o surgimento de novas formas de financiamento da agropecuária brasileira, onde se destaca a criação do Programa Nacional de Fortalecimento da Agricultura Familiar – PRONAF. Essa trajetória de reconstrução histórica torna-se relevante na medida em que se propõe a analisar a lógica subjacente às políticas de financiamento do setor agropecuário brasileiro e suas implicações para a agricultura familiar, até a instituição do PRONAF. ------------------------------------------------------------Here we analyze the trajectory of rural credit in Brazil and its specific targeting to family farming. My analysis covers from the original proposals outlined that the project of extending rural implemented in the country and its articulation to the various modalities of rural credit, analyzing the process of "modernization conservative" agriculture, clearly tied to the institution of the National System of Rural Credit (1965 ), and until the 1990, with the emergence of new forms of financing Brazilian agribusiness, where highlights the creation of the National Agricultural Family Farmers Empowerment Program – PRONAF. This historical path of reconstruction becomes relevant in that it proposes to examine the logic behind the policies of financing the Brazilian agricultural sector and their implications for agriculture family, until the institution of the PRONAF.
