SEGMENTAÇÃO, PADRÕES DE QUALIDADE E CUSTOS DE TRANSAÇÃO NO MERCADO DE TRIGO BRASILEIRO

Abstract: As mudanças institucionais ocorridas a partir de 1990 obrigaram os agentes da cadeia do trigo a segmentar seus produtos de forma a concorrer com os produtos importados que adentraram no mercado brasileiro. Nesse processo se fez necessário a implantação de novos sistemas de classificação de trigo por qualidade. Esse artigo tem por objetivo analisar o impacto desses novos padrões sobre os custos de transação e, conseqüentemente, sobre as estruturas de governança que regulavam essas transações. Foram utilizados aportes teóricos ligados a Nova Economia Institucional, destacando-se a Economia dos Custos de Transação e a Economia dos Custos de Mensuração. Verificou-se que os padrões de qualidade têm permitido a coordenação da produção de trigo pelos elos a jusante sem a utilização de estruturas de governança mais integradas.-----The institutional changes which took place by 1990 forced the players operating on the Brazilian wheat chain to segment their products in a way to compete with the imported products. This process demanded the establishment of a new classification system for the wheat quality. This paper aims to explain how the new quality standards impacted on transaction costs, and therefore, on the governance structures which regulated the transactions on the Brazilian market. With this goal this paper will be referring to theoretical approaches related to the New Institutional Economics, as the Transaction Cost Economics and the Measurement Cost Economics. It was observed that the quality standards have allowed agents on milling and processing tiers to coordinate the production of wheat without the use of more integrated forms of governance structures.
