Abstract:
Excerpt from the report Preface: This report was designed to provide basic information about the ways States can provide financial assistance to new firms and to firms which wish to expand or relocate. Each of the five programs discussed has its advantages and disadvantages, and no one of them is the proper method for use in all cases. Before any judgments can be made on the value of public financing programs in general, or on the usefulness of the various existing programs, additional study of specific situations will be required.
