Abstract:
Report Preface: This briefing booklet is aimed at the many kinds of people — not only farmers but also Members of Congress, congressional staff, lobbyists, new employees of USDA, and interested public — who want to understand U.S. farm policy in light of the recent legislative changes made by the 101st U.S. Congress. This booklet is not meant to provide full and comprehensive coverage of the new farm policy but rather to give an introduction to what the changes are and how the main mechanisms will work for crops. The booklet includes: Description of Target Prices, Loan Rates, Deficiency Payments, and New Planting Flexibility Provisions.
