NATIONAL AND RURAL HOUSING POLICY: HISTORICAL DEVELOPMENT AND EMERGING ISSUES

Abstract: The Nation's housing finance system has undergone dramatic changes in the past 50 years. This report traces the historical development of Federal housing policy and presents emerging housing policy concerns. The proper Government role in the areas of mortgage credit and insurance in the primary and secondary mortgage markets, homeownership policies, rental subsidy programs, housing affordability, and rural housing are discussed.
