THE ECONOMIC COST OF UNEMPLOYMENT AND UNDEREMPLOYMENT

Abstract: Both underemployed and unemployed workers involuntarily forgo personal earnings. Those forgone earnings are viewed as a cost to the national economy. For nearly all workers, lost earnings from underemployment are larger than for unemployment. Rural workers lose relatively more earnings to underemployment than do urban workers. The procedure used to estimate the magnitude of lost earnings is described in this report.
