Issues in rural road management

Abstract: Inflation has reduced the real value of the revenues traditionally used for rural roads. Three possible ways to relieve cost pressures on rural roads are to reduce the number of rural roads, change the fuel tax base to dollar sales from gallons sold, and better coordination of road management policies.
